Answer:
The facility can select purchase electricity, and report the emission factor of the respective public utility (if known). Facilities are not required to phase out fossil fuel use from purchased energy sources in the Higg FEM. Phase-out requirements are only applicable for onsite energy generation. In addition, facilities can take the initiative to purchase EACs to address this.
