If a facility has both domestic and industrial wastewater. Do they need to have a wastewater reduction target for both types of wastewater?

It’s recommended that facilities having both domestic and industrial wastewater, should have reduction targets for both types of wastewater, however, it’s not a must as per Higg FEM 4.0.
