Regarding target setting questions for blue water, grey water, and whether a facility has reduced their absolute water use: If a facility responds “No” to some of the questions does this mean the facility is unable to advance to level 2?

If a facility has answered “No” only for unscored questions in Level 1, they will still be able to answer Level 2, but If they answer "No" to Scored questions, they are not able to move beyond Level 1. For the main question in Level 1 asking whether facilities can separate the consumption based on domestic vs production, this question is unscored in Level 1 to ensure that it does not stop facilities from advancing to Level 2.

Specific to Water Section :
Facilities that are classified as either high water users or located in an area of high water risk (or both) will be asked to complete all FEM questions in the water section. Facilities classified as low water users that are located in areas of low water risk will only answer Level 1 questions.
