When normalizing baselines and targets, is a facility always required to base units in kg or metres OR can any unit be selected as preferred?

When reporting on the FEM, it is required to use key units that are pre-determined, but the facility can use its own alternative units for internal target setting. The facilities are required to demonstrate how it would convert to pre-determined units for verification purposes.
