In the new FEM, we have implemented a rule that the baseline should not be greater than five years from the reporting year. Thus, when completing the 2023 assessment, your baseline should not be earlier than 2018. Anything before that year would no longer be an option, and you would need to change your baseline. We also do not recommend adjusting your baseline as often as annually.
