The scope of FEM 4.0 verification will be limited to a core set of questions which align with brands/retailers current needs from the Higg FEM. Based on consultations with brands, these have been identified to be Foundational Performance (as captured in Facility Foundations, utilized in lieu of brand codes of conduct) and quantitative impact metrics (GHG emissions and water consumption).

Foundational Environment Performance
The term "foundational requirements" pertains to the essential obligations and standards that businesses must fulfill to operate responsibly and sustainably, in accordance with legal compliance concerning social and environmental matters, and to avoid the most salient risks of potential harm.
The criteria for including FEM questions in the Foundational Requirements subset are:
(a) Critical legal requirements
(b) Basic management systems to identify and prevent the most salient environmental risks
Essential Quantitative Metrics: these are questions or REFIDs which provide data points that help calculate total GHG emissions and water consumption of the factory completing the Higg FEM.

Energy: Q1 (Q1.1 to 1.13), Q2 (2.1-2.4), Q3, Q4, Q7 and Q8 (inclusive of tables)
Air Emissions: Q4 & Q6 (HFCs)
Wastewater: Q1 (table), Q2 (biological treatment)
Water
Q4 and Q5 (inclusive of tables)
