Our facility wastewater is connected to Municipality Wastewater Treatment offsite. We have no control over operations and do not treat water onsite. Are we still expected to have an emergency plan in case there's a problem with the wastewater treatment?

Even if the wastewater is treated somewhere else it is possible that there could be a spill of wastewater if for instance a pipe breaks before the wastewater has left the facility and gotten to the offsite treatment center. In this case, it would be important to have a contingency plan.
