If the facility’s answer to the main question does not open sub-questions, how is that question scored?

On the FEM, points are earned based on responses to each scored question that appears on a facility's assessment. 
● Full points for each “Yes” answer.
● Half points for each “Partial Yes” answer.
● Zero points for each “No or Unknown” answer.

Question scores are equally distributed at each Level depending on the number of scored questions that appear to the facility at each level. Therefore, the facility is scored only based on scored questions that do appear.
