The facility should immediately cease any practices that involve delaying or withholding wage payments as a means to coerce workers. HR must implement strict wage-payment protocols and carry out regular audits to ensure that all workers receive their salaries on time.

The facility must review its employment termination policies to ensure that workers can resign freely after fulfilling the notice period or upon contract expiry. Any penalties imposed for early termination must strictly adhere to legal limits, and workers should never be forced to continue working beyond their agreed contract term

Recommendations
The facility must eliminate the practice of linking debts with employment retention. All debts related to recruitment or other benefits should be transparent and, if necessary, repaid without penalty. Policies must be established to ensure workers can leave freely after meeting any legally required notice periods, without debt coercion.
